Yakutsk's bold plan to fast-track housing with ready-to-build land plots
A new scheme for housing development in Yakutsk has been unveiled by the Republican Mortgage Agency (RMA). The plan aims to speed up construction by offering developers fully prepared land plots in the Sportivny microdistrict. Officials say the approach will cut delays and lower costs for both builders and future residents.
Two plots in Sportivny will go up for auction as early as this August, marking the first step in the project’s rollout.
The scheme provides developers with land that is already cleared, connected to utilities, and covered by an approved master plan. Connection fees are fixed, and social infrastructure—such as schools and clinics—is pre-funded. Land prices are also set below the local market average.
RMA has managed similar projects in Yakutsk since 2020, including the Zvezdny and Sportivny microdistricts. Under the new model, the agency will supervise construction until completion, ensuring deadlines and design standards are met. CEO Liya Shainurova and deputy Anna Klimenko presented the initiative, highlighting its benefits for builders and residents. They stressed that proceeds from the auctions will fund the relocation of families currently living in emergency housing. From 2026, RMA will expand the programme by inviting external developers to bid on land under comprehensive territorial development (CTD) rules. Detailed specifications for the first two plots will be sent to interested firms after the summer auctions.
The first auctions are scheduled for August, with RMA overseeing the entire process. The project’s main focus remains on relocating residents from unsafe housing while keeping construction costs predictable. Developers will receive ready-to-build sites, reducing early-stage risks and delays.
