Primorsky Territory slashes 2025 budget deficit amid record revenues

The Primorsky Territory Legislative Assembly has approved the 2025 budget report. It shows the region’s financial performance exceeded expectations in revenue and spending. Vera Shcherbina, First Deputy Governor, highlighted the year’s economic uncertainty during the review. Total revenues for 2025 reached 251.95 billion rubles, surpassing the original plan. Personal income tax was the largest contributor, bringing in 84.5 billion rubles. Corporate profit tax added another 44.4 billion rubles to the total.

About 80% of the region’s income came from its own tax and non-tax revenues. Expenditures matched the planned figure of 263.18 billion rubles, with a substantial portion directed towards social and cultural sectors.

The budget deficit for the year was nearly three times lower than initially forecasted. This outcome reflects stronger-than-expected revenue collection and controlled spending. The approved report confirms the region’s ability to mobilise funds effectively. The lower deficit and targeted spending demonstrate a disciplined financial approach. Lawmakers now have a clear record of the territory’s fiscal performance for 2025.
