Kazakhstan leads Central Asia's capital markets as new study reveals regional disparities

A new study by AIFC Insights compares the capital markets of Kazakhstan, Uzbekistan, Kyrgyz Republic, and Azerbaijan. The report highlights key differences in market size, structure, and investor activity across the four countries. Kazakhstan stands out with the most developed capital market ecosystem. The country holds over $110 billion in sovereign savings, while its debt market reaches approximately $81 billion, forming the backbone of its financing system. By September 2025, Kazakhstan had 4.62 million brokerage accounts at the KCSD and another 2.17 million at the Astana International Exchange’s depositary. Retail investors played a major role, making up 62.1% of secondary stock market trading volume in 2024.

Uzbekistan’s equity market has a combined capitalisation of around $22 billion. However, only about $350 million worth of shares are available for public trading. In Azerbaijan, debt instruments dominate the domestic market, with trading on the Baku Stock Exchange increasing in early 2025 after government bond placements totalling roughly $2.3 billion. The country also achieved a milestone in 2024 with its first-ever IPO.

The Kyrgyz Stock Exchange saw significant growth, with trading volume hitting $573.9 million by June 2025—almost double the total for 2023. Kazakhstan’s market benefits from mature infrastructure, reinforcing its leading position among the four nations. The study reveals a varied landscape across the region. Kazakhstan leads in scale and infrastructure, while Uzbekistan and Azerbaijan show distinct market traits. Kyrgyz Republic demonstrates rapid growth in trading activity. These findings provide a clear snapshot of each country’s capital market development.
