A major housing bill has moved forward after compromise talks between the Senate and House. The 21st Century ROAD to Housing Act is now heading back to the Senate floor for a final vote. It has been called the biggest housing legislation in over 30 years by Ranking Member Elizabeth Warren. Negotiations involved Senate Banking Chair Tim Scott, Ranking Member Elizabeth Warren, House Financial Services Chair French Hill, and Ranking Member Maxine Waters. The final version includes over 50 housing and banking measures, as highlighted by Waters.
The act adopts key House priorities. These include limits on institutional homebuyers and nine community banking bills. It also aims to increase housing supply, reduce costs, and stop institutional investors from dominating the single-family market.
A three-year sunset clause was added for a disaster-recovery block grant program. In addition, a provision bans the Federal Reserve from issuing a central bank digital currency until 31 December 2030. This anti-CBDC measure was pushed by House Republicans and supported by the Trump White House. The bill now returns to the Senate for approval. If passed, it will introduce sweeping changes to housing policy and banking regulations. The restrictions on CBDC issuance and institutional homebuyers will remain in place until at least 2030.
