VTB Bank boosts agribusiness lending by 4.2% amid state programme reforms
In 2025, VTB expanded its loan portfolio for small and medium-sized agribusinesses by 4.2% compared to 2024—reaching 520 billion rubles—according to the bank's press service.
Loans issued under the Ministry of Agriculture's Program No. 1528 saw even stronger growth, rising by 9.5%. In 2025, 144 billion rubles were disbursed through the program, with roughly 40 billion rubles allocated to fund investment projects by agricultural producers.
Ruslan Yeremenko, a member of VTB's board, noted that adjustments to state program parameters have led to a more targeted financing model for the sector.
He added that in 2026, government policy priorities in agro-industrial complex (AIC) lending will further shift from working capital financing toward investment support, with no expected easing of budget constraints on state aid levels.
