Talisay Chamber's Bold 2026 Plan to Empower Struggling MSMEs
The Talisay Chamber of Commerce and Industry has set its sights on boosting micro, small and medium enterprises (MSMEs) in 2026. Despite ongoing struggles like high energy costs, weak infrastructure and limited funding, the group plans to push for more inclusive growth in the region. Central Visayas, including Cebu, grew by 7.3% annually between 2023 and 2024—outpacing the national average of 5.9%. Major projects like the Mactan Cebu International Airport's new runway and the Cebu International Container Port are underway to improve trade and logistics. Yet, these developments have not yet directly eased capital access for rural MSMEs in areas like Talisay.
After a year of adjustment in 2025, where businesses shifted from rapid growth to sustainability, the chamber now describes its 2026 outlook as 'cautiously optimistic—but action-oriented'. President Carl Cabusas stressed the need for firms to invest in resilience, digital skills and adaptability to drive selective growth. The chamber's 2026 strategy includes stronger advocacy, closer work with local and national agencies, and hands-on support for MSMEs. Plans involve expanding mentorship schemes, business training and networking opportunities. The goal is to help smaller firms scale up despite persistent challenges like high logistics costs and infrastructure gaps. By focusing on MSMEs, the chamber aims to increase their role in job creation and regional development. The push comes as Cebu's economy stabilises after a period of recalibration in 2025.
The chamber's 2026 agenda centres on practical support for MSMEs through education, advocacy and partnerships. If successful, the efforts could strengthen local businesses and contribute to broader economic growth in Talisay and beyond. The focus remains on building resilience amid ongoing economic pressures.
