Russia's Entrepreneurship Day Honors a Booming Small Business Sector

Russia marked Entrepreneurship Day on May 26, a holiday celebrating business owners across the country. The date coincides with the anniversary of a key 1988 law that first allowed private enterprise in the Soviet Union. The holiday was officially created in 2007, but its roots go back further. On May 26, 1988, the USSR adopted the Law on Cooperation, permitting small private businesses for the first time. Three years later, the 1991 Law on Enterprises and Entrepreneurial Activity expanded these rights after the Soviet collapse.

Recent figures show steady growth in self-employment. By January 1, 2026, Russia had 4,639,196 registered individual entrepreneurs—a 7.18% increase from January 30, 2025. Their combined earnings reached 6.7 trillion rubles in 2025, up 28% from the previous year.

The annual celebration highlights the expanding role of small businesses in Russia’s economy. With both the number of entrepreneurs and their total income rising, the sector continues to grow in scale and financial impact.
