Russia's 2025 tax revenues hit record 61.2 trillion rubles amid shifting business trends

Russia’s Federal Tax Service (FTS) reported a significant rise in budget contributions for 2025. Total transfers to the national budget reached 61.2 trillion rubles, marking an 8.8% increase from the previous year. The figures also revealed shifts in business registration trends and tax revenues across different sectors. Federal budget revenues grew by 7.5% in 2025, totalling 26.6 trillion rubles. Social insurance contributions surged even more sharply, climbing 16.4% to 14.9 trillion rubles. Meanwhile, regional budgets received 19.7 trillion rubles, a 5.3% rise compared to 2024.

The business landscape saw contrasting trends. The number of registered sole proprietors increased by 320,000, bringing the total to 4.86 million. The self-employed segment expanded even faster, growing by 26.8% to 15.4 million. However, the number of incorporated companies fell by 69,000 to 3.16 million. Overall, small and medium-sized enterprises (SMEs) grew by 3.8%, reaching 6.83 million. Despite these gains, tax revenues from businesses and individuals under special regimes dropped sharply. In the first quarter of 2026, combined collections in this category fell by 22.2% compared to the same period in 2025.

The 2025 data highlights a mixed economic picture. While federal and regional budgets saw increased revenues, certain tax categories faced steep declines. The rise in self-employment and sole traders contrasts with the decline in incorporated firms, reflecting shifting business structures in Russia.
