Concession Agreement for Snow Melting Station in Nizhny Novgorod Not Terminated

Nizhny Novgorod's stalled snow-melting plant sparks bitter legal battle with investor

A legal dispute over a stalled snow-melting plant in Nizhny Novgorod remains unresolved. The city administration is suing investor Chistye Ulitsy Povolzhya LLC for failing to meet construction deadlines. The project, backed by nearly 2.3 billion rubles, was meant to run until 2043 but has faced repeated delays.

The conflict centres on a concession agreement signed in spring 2023 between the mayor’s office and the private company. Under the deal, a 10,000-square-metre site on Komintern Street was allocated for the plant. Despite receiving a positive expert review by late 2023, progress stalled early the following year.

By early 2024, the concessionaire had yet to move beyond the design phase. Frustrated by missed deadlines, Nizhny Novgorod authorities took legal action to terminate the agreement. The court case is still ongoing, with no resolution in sight.

The snow-melting plant was intended to operate for nearly two decades with significant funding. Now, its future depends on the outcome of the legal battle. Until the court reaches a decision, the project remains at a standstill.
