Magadan's utility overhauls operations with record efficiency gains

A six-month federal project in the Magadan Region has delivered impressive results for Magadanteploset, a local municipal utility. The company not only exceeded its productivity targets but also cut down on waste and streamlined operations. Officials now plan to expand the initiative to other regional enterprises over the next two and a half years. Magadanteploset took part in the federal Labour Productivity project, focusing on emergency and repair work efficiency. By the end of the trial period, the company had inspected more thermal utility wells per worker per hour than planned—surpassing its productivity growth target by 57.3%.

The utility also overhauled its transport service planning system, reducing preparatory work time by 30.3%. Additionally, it systematically removed and repurposed outdated inventory, cutting obsolete stock by 17.1%. The Federal Competence Center reviewed the project’s outcomes and declared the implementation a success. As a result, the centre approved a detailed work plan to extend the initiative until 2029. The experience gained from applying lean manufacturing tools at Magadanteploset will now serve as a model for other businesses in the region. The broader Labour Productivity project aims to include 40% of medium and large enterprises in key non-resource sectors by 2030. Following Magadanteploset’s progress, Vodokanal, another municipal utility in Magadan, will join the programme in May 2026.

The project’s success at Magadanteploset has set a benchmark for improving efficiency in Magadan’s public utilities. With Vodokanal next in line, the initiative will continue expanding across the region. The long-term goal remains to boost productivity in core sectors through structured federal support.
