Lower Saxony overhauls pharmacy rules for doctor practice supplies
A new agreement in Lower Saxony will change how pharmacies supply practice medications to doctors. The deal, signed by the State Pharmacists' Association (LAV) and health insurance funds, takes effect on July 1. It replaces old rules and aims to cut red tape while ensuring reliable access to essential treatments.
The existing regulations for Sprechstundenbedarf (practice supplies) were set to expire on December 31, 2025. After long negotiations, the LAV and insurers developed a unified contract to avoid any gaps in service. A no-strike clause was extended twice—first to March 31, then to June 30—to keep supplies flowing during talks.
The new framework introduces standard priority rules for dispensing finished medicines to practice supplies. It also simplifies remuneration for pharmacies delivering vaccines to contract physicians. Payments will start at 80 cents per dose, rising to €1 once certain targets are met. Practice supplies include medications and materials used for multiple patients or emergencies, such as vaccines, drugs, and dressings. The agreement seeks to improve efficiency, control costs, and maintain high-quality care across the state.
The contract begins on July 1, replacing a mix of older arrangements with a single, modern system. It ensures pharmacies and doctors can work together smoothly while keeping costs predictable. The changes apply to all participating pharmacies in Lower Saxony.
