Energy Resource Debtors in Khabarovsk Krai Warned of Restrictions

Khabarovskenergosbyt cuts power for customers with long-overdue energy bills

Khabarovskenergosbyt, a local branch of energy supplier PJSC 'DEK', has begun restricting electricity and hot water for customers with long-overdue bills. The measures target those who have missed payments for more than two billing cycles. Affected residents are now receiving warnings through multiple channels before any supply cuts take place. The company sends notifications via phone calls, emails, text messages, registered letters, and payment invoices. Each alert includes a 20-day deadline for settling the debt or arranging a restructuring plan. Customers who cannot pay the full amount immediately may still qualify for a revised payment schedule.

Unauthorised attempts to reconnect to the grid will result in administrative fines. Penalties for tampering with the supply range from 10,000 to 15,000 rubles. Once debts are fully cleared—including any additional fees—power is restored within two working days. The restrictions apply only to those with arrears spanning more than two billing periods. Khabarovskenergosbyt has emphasised that timely communication with the company can prevent service interruptions.

The new enforcement policy aims to reduce unpaid energy debts in the region. Customers facing financial difficulties are encouraged to contact the supplier to discuss repayment options. Those who settle their bills or agree to a restructuring plan within the given timeframe will avoid disruptions to their supply.
