Khabarovsk secures billion-ruble deals at SPIEF to fuel eastern growth

The Khabarovsk Territory has secured several major investment deals at this year’s St Petersburg International Economic Forum (SPIEF). Regional leaders signed agreements covering coal mining, agriculture, and manufacturing, with plans to boost production and expand infrastructure. Governor Dmitry Demeshin highlighted the region’s increasing appeal as Russia shifts its economic focus eastward. One of the key agreements will increase coal extraction at the Urgalskoye deposit. The three-party deal aims to push annual production beyond 10 million tons in 2024. Another significant project involves a partnership with Ekoniva Group to build a 6,000-head dairy farm, raising annual milk output by 40,000 tons.

Discussions also took place with Siberian Glass to establish a glass container plant. Once operational, the facility will produce 250 million units per year. Meanwhile, talks with Aeroflot’s CEO Sergei Alexandrovsky focused on expanding flight routes from Khabarovsk, which currently connects to 13 destinations.

Regional officials met with Baltika and Arnest Group to modernise production lines and grow export volumes. Plans were also announced to reopen Khurba Airport, improving air travel for residents of Komsomolsk-on-Amur and nearby areas. Last year’s SPIEF saw Khabarovsk sign 14 agreements worth 122 billion rubles, reinforcing its role as a hub for investment.

Governor Demeshin invited business leaders to the upcoming Russia-China Forum in Khabarovsk this September. The event aims to strengthen ties with Chinese partners and attract further investment to the region. The new agreements will expand industrial capacity, enhance transport links, and increase agricultural output in Khabarovsk. With coal production set to rise and infrastructure projects underway, the region is positioning itself as a key economic player in Russia’s eastern strategy. Further discussions with international partners are expected at the September forum in Khabarovsk.
