Eastern Commissioner still sees 'significant East-West differences' and wants to empower women - Germany's East-West Divide Persists Decades After Reunification, Warns Commissioner

Elisabeth Kaiser has highlighted persistent inequalities between eastern and western Germany. As the federal commissioner for eastern affairs, she describes the gaps as going far beyond income and wealth. Many in the east still feel like second-class citizens, according to her observations.

Kaiser took on the role in May 2022, succeeding Carsten Schneider, who now serves as Germany's environment minister. She sees her office as essential for addressing these long-standing disparities.

Born in Gera, Thuringia, Kaiser acts as a link between eastern concerns and government policy. Her responsibilities include representing the region's experiences—especially those of women. She has criticised the lack of corporate headquarters in the east, calling it a major economic challenge.

To tackle these issues, she launched the Branchendialoge Ost (Eastern Sector Dialogues). The initiative aims to bring together businesses, policymakers, and local leaders. Kaiser also plans to strengthen women's networks in areas where male-dominated structures persist.

Since reunification in 1990, all 16 federal states have introduced measures to reduce inequalities. Recent efforts include the Aufbau Ost (Eastern Development) programme, running from 2021 to 2026. Billions have been directed toward transport, broadband, and social welfare through agreements like Solidarpact II. Despite these steps, Kaiser insists more must be done to close the gap.

Kaiser's work focuses on ensuring eastern Germany receives fair treatment in policy and investment. The ongoing programmes aim to improve infrastructure, economic opportunities, and social services. Yet her office continues to push for deeper structural changes to address the region's unique challenges.
