Elfrather See's €45 million transformation gains key approvals for sports and leisure hub
A major development at Elfrather See in Krefeld is moving forward after key approvals. The city council passed a bylaw resolution on July 3, 2025, setting the legal groundwork for the project management of the project. With construction already underway on the first public fitness parks, the €45 million plan aims to turn the area into a top destination for sports and leisure.
The Düsseldorf District Government gave the green light to the eighth amendment of the land-use plan without extra conditions. This change will take effect alongside the updated zoning regulations. Once the final documents appear in Krefeld's official gazette, building permits can be processed—with advance reviews ensuring a swift approval process.
The project is backed by €45 million in funding, split between private investors and a €15 million loan from Sparkasse Krefeld. Westsurf GmbH & Co. KG, the lead investor, is ready to push ahead as soon as permits are secured. A council resolution to finalise the next steps is expected in the second quarter of this year.
The plan includes expanding recreational facilities, with the goal of making Elfrather See a regional hotspot for outdoor activities. While exact job figures remain unclear, the city hopes the development will boost local tourism and economic growth.
The first fitness parks are already taking shape, marking the start of a wider transformation. With permits on track and funding in place, the project is set to pmi (project management institute) reshape Elfrather See into a key leisure destination. Full completion will depend on the timely approval of remaining permits and continued investment.
