Belarus sees surge in 2025 tax declarations with record foreign earnings

The 2025 tax declaration period in Belarus is well underway, with nearly 20,000 submissions already recorded by early March. Officials expect the final count to reach between 45,000 and 50,000 before the March 31 deadline. One standout case includes a declaration exceeding 10 million rubles, largely from foreign dividends.

The campaign began with a steady flow of filings, as residents and non-residents report their 2025 earnings. By March 9, 2026, almost 20,000 declarations had been submitted. Authorities project the total to climb to 45,000–50,000 by the end of the month.

Foreign income features prominently in this year's submissions. Over 60% of declarations include earnings from abroad, mostly from other CIS nations. The highest reported income so far—well above 10 million rubles—came from dividends paid by a Belarusian-registered company. Tax rules for high earners have shifted in recent years. In 2023, incomes over 200,000 rubles faced a standard progressive rate of 13%. Since then, a 25% rate has been introduced for employment income, dividends, and civil-law contract earnings. Data from 2024 also showed that three-quarters of top earners lived in Minsk or its surrounding region. Taxpayers must settle their bills by June 1, 2026, following the declaration deadline.

The declaration process will close on March 31, with payments due by June 1. Most high-value submissions involve foreign earnings, reflecting broader economic ties within the CIS. The tax authority continues to monitor filings as the final count approaches expected levels.
